'conscience' regulation for health-care workers replaced

Not sure why these things take two years, but yay.

So, if you're keeping score, the Republicans want

A) to eliminate funding for PP to provide birth control services.
B) to allow doctors and pharmacists to 'conscientiously' deny birth control to single women.
