It's definitely time to stop putting 40 kids in a class. How the hell is the teacher supposed to help kids still struggling with basic skills when she's got a roomful of other kids to teach?
This is why we pulled out of the public-school system when we lived in Silicon Valley, btw. The teachers were busting their butts, the kids did want to learn, but you simply cannot overload and underpay a school and expect anything but triage.
